After 40 years of distinguished service, Joseph Carter retired from the Centers for Disease Control and Prevention (CDC) as the Deputy Chief Operations Officer, Office of the Director. Mr. Carter then moved on to create and incorporate CARTER CONSULTING, INC. in 2005, in response to the growing demand for Public Health Professionals.
